ខេត្តកែប នាថ្ងៃទី២ ខែធ្នូ ឆ្នាំ២០២៣ - ពិធីកាត់ខ្សែបូរបើកពិធីបុណ្យសមុទ្រលើទី១០ជាផ្លូវការ ត្រូវបានប្រារព្ធឡើងក្រោមអធិបតីភាពសម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ព្រមទាំងមានការចូលរួមពីសំណាក់ថ្នាក់ដឹកនាំ សមាជិករាជរដ្ឋាភិបាល សមាជិករដ្ឋសភា ព្រឹទ្ធសភា ក្រុមប្រឹក្សាធម្មនុញ្ញ អង្គទូតអន្តរជាតិប្រចាំកម្ពុជា អង្គការជាតិ-អន្តរជាតិ អភិបាលនៃគណៈអភិបាលគ្រប់រាជធានី-ខេត្ត ថ្នាក់ដឹកនាំនិងមន្ត្រីរាជការនៃក្រសួងទេសចរណ៍ គណៈកម្មការអន្តរក្រសួង ផ្នែកឯកជន សហភាពសហព័ន្ធយុវជនកម្ពុជា មន្ត្រីរាជការ និងសមត្ថកិច្ចខេត្តកែប សហព័ន្ធទេសចរណ៍កម្ពុជា សមាគមទេសចរណ៍ យុវជនកាយរឹទ្ធិ យុវជនកាកបាទក្រហម ភ្ញៀវទេសចរជាតិអន្តរជាតិ និងមហាជនសរុបប្រមាណ៣០០០នាក់។
ពិធីបុណ្យសមុទ្រលើកទី១០ នៅខេត្តកែប បានប្រព្រឹត្តទៅរយៈពេល២ថ្ងៃហើយ ក្រោមទិដ្ឋភាពសប្បាយរីករាយកុះករ ប៉ុន្តែនៅសល់១ថ្ងៃទៀតដែលប្រជាពលរដ្ឋ និងភ្ញៀវទេសចរអាចបន្តការទស្សនាកម្សាន្តរបស់ខ្លួន ខណៈពិធីបិទបុណ្យសមុទ្រនេះ នឹងធ្វើឡើងនាវេលាម៉ោង៤រសៀល ថ្ងៃទី៣ ខែធ្នូ ឆ្នាំ២០២៣ ស្អែកនេះហើយ។

Kep Province, 2 December 2023 - The ribbon-cutting ceremony for the 10th Sea Festival was officially held under the presidency of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. He was joined by members of the Royal Government, National Assembly, Senate, Constitutional Council, International Diplomats in Cambodia, National and International Organizations, Provincial Governors, leaders and civil servants of the Ministry of Tourism, Private Sector, Union of Youth Federation of Cambodia, Government Officials of Kep Province, the Cambodian Tourism Federation, the Youth Tourism Association, Youth scouts, Red Cross youth, international tourists and the general public, with a total of 3,000 people in attendance.
The 10th Sea Festival in Kep Province has been held for 2 days with many festivities, and there is only one day left for locals and tourists alike to join in on the activities, as the closing ceremony of the Sea Festival will take place at 4pm on 3 December 2023.
